Forward-Looking Plan for River Water Quality Management in Southern Taiwan,2022

The project assists local governments in tracking the implementation progress of the Forward-Looking Infrastructure Program. Assisting in conducting 10 site surveys and consultation meetings, as well as conducting 16 site surveys and supplemental water quality surveys (including 13 flow and 13 general water quality surveys and 15 heavy metal surveys) for 16 target river segments or water bodies, in conjunction with propose water quality improvement strategies. Collecting data on the operation and maintenance of in-situ treatment facilities, and conducted 30 guidance meeting with provided related results reports and improvement recommendations. The water quality improvement strategies and effectiveness of remediation measures for the six designated rivers in the Southern District (Qingshui Creek, Yanshui Creek, Erren Creek, Aigongdian Creek, Ai River, and Donggang Creek) were studied, and the pollution load fish bone map was updated and recommendations for subsequent water quality improvement were made. Organized 4 river remediation follow-up meetings to build consensus among government organization and review remediation strategies on a rolling basis. The project proposed a survey and treatment strategy plan for polluted-intensive areas, inventoried the distribution of polluted with high ammonia nitrogen in the areas, established a pollution distribution map. Analyzing the process, raw materials, and wastewater treatment flow of each industry, and conducted a wastewater treatment strategy plan, helding two area pollution total control meetings. Experts and scholars were invited to participate in two meetings to discuss pollution reduction and improvement plans. In line with the implementation of the EPA's Public Construction Program, this project helped track the achievement of the rate of ammonia nitrogen ≦ 3 mg/L for seven rivers in the "Sustainable Water Quality Promotion Program - Ammonia Nitrogen Reduction Demonstration Program" from 2020 to 2023, and proposed improvements to three demonstration rivers in the southern region. In addition, the project assisted in various comprehensive operations, including tracking the total amount control and reviewing the effectiveness of the assessment. Conducting the 2022 Annual Local Grant Presentation, and assisting in 19 various meetings.
